I'll go with "other"... because I think DevOps is a buzz word for describing how older (or slower) development models are trying to catch up with more nimble development teams. Startups and smaller development teams can try a lot of things in a haphazard manner -- throwing a bunch of things at a wall to see what sticks, and that's appropriate for some kinds of apps/services. However, I think slower paced development will always be around for "platform-level" improvements, and the more nimble development tactics are useful where users can tolerate a few bugs or incomplete features. 

"Platform-level" developments will, in my opinion, shift toward more open source and collaborative development in a managed process. Apps and software development that build on top of a platform can be less structured and more experimental.

I really want to say 1, but I am going to go with 2.  There are just so many components that factor in that it should be seen as just one piece of the puzzle.

Thanks for your comment, Elizabethv. While I was speaking to them, I remembered what I believe Volvo had done back in the day. They changed the conveyor belt process and instead put teams together to build cars, from front to back. Or their commercials said they did....

I would say 1 as well. From the way it's described it has really helped to transform communication and product devolpment at Comcast. In my experience with companies, when something like this is so as successful as this seems to be, it will move from company to company until just about everyone is doing it. I truly hope the process is organic, like they describe. Every process seems to be made better when employees that are actually utilizing the product are able to give feedback for what works and what doesn't.
