Come to think of it, I think it was actually a tablet that they were developing.  I'm not sure if it would be more expensive to build a handset because of the communications part, but I'm sure that there are some costs inccured there.  I am surprised that their service providers don't do the same thing as we do in the U.S. and offer a free or cheap phone with a contract.

@freehe - Yes, it's a little disappointing that the US isn't ranked higher, specially given the presence of silicon valley. But Korea has a strong gaming culture, which I think has pushed both access and adoption -- this index doesn't just look at availability, but also its impact on development.

@afwriter - Not aware of a $25 smartphone. There's a few in the $150 range I think, and there was one announced that was $4, and garnered a lot of press worldwide...but I think that turned out to be a scam

Internet access should be available to all citizens in the U.S including rural areas. Computers should be made available to all students in schools and in all libraries.

With all the technology, experts and startups I am surprised that telco companies cannot find a way to provide service to non-mobile service users as well as find a way to manufacture a quality handset at a low cost.

This is a great article but it is sad that the U.S. is not in the top 5. The U.S. lags far behind in technology although government leaders claim otherwise.

The U.S. must stop focusing on common core and ensure that students are techology savvy. All schools throughout the country must focus more on STEM and increasing test scores in STEM areas.

Public and private companies must do more to ensure that employees are properly trained especially those that are resistent to technology.

I recall something like that as well. I am not very sure if such things are just one time promotions or on going.Also other challenge would be the exposure of these sort of things to an average customer from rural areas.

Aren't some countries rolling out super cheap handets?  Obviously they are not going to be as great as say an iPhone, but I thought I read a few years ago that India was producing a $25 Android phone.

It is the cost of the handset, rather than the cost of the service itself, which is the constraint for adoption in emerging markets.

@Adi: This is undeniably a significant factor for an average global customer to adapt the trend. The cost for instruments are way far from affordability point for such and certainly market is loosing that population.
