clrmoney - as Michael says, it initially started off as an attempt to get content stored at the base station. But then as traffic increased, operators started to explore other options for distributing computing functions further out in the network. The edge-caching strategy didn't quite work -- it was too far out, so they needed to come back in halfway. But that created a lot of complexity on the network, so operators were a bit wary. As network architectures themselves have evolved, there is again interest in decentralizing functions and pushing out to the edge. And caching could benefit from this. 

But it's also worth noting that caching on the device has proven easier than trying to get somewhere on the network for Akamai. The pre-loading app is up and running, while MEC/Fog is still TBD.
