This problem looks real and serious
For the most part, on the old free-standing hardware based systems out there, OSS and BSS both grew organically: the operators needed reports to tell them what the whole system was doing and access points to manipulate the system, and these were built when and as the needs became apparent. BSS on the other hand was more a case of IT "infrapreneuring", with different business clients within the corporation asking for IT help with specific needs, and those also being addressed piecemeal. So in many ways the most deceptive part of the name of either is the second "S" -- systems.  Mostly they aren't systems. They are collections of severe adhoc-ery.

Which is why I think Axel Clauberg has put his finger right on a weak spot that will be hard to fix. There was never much system, and rarely was the question asked whether any given operational process or business consideration should be or even needed to be "supported."

So at companies large and small, you have anywhere from a few individuals to vast departments that do their jobs resting on software that rests on those adhoc structures. To migrate the data and software to the cloud and into an NFV/SDN environment, they don't necessarily need to create virtual versions of old OSS software or BSS apps and report-writers -- probably they shouldn't even if they can. They have to do something much, much harder: figure out what the old OSS/BSS was doing for the old hardware based "hypothetical support alleged system", determine whether that is a real computing, real business, or artifact-of-an-old-system function, and create new software compatible with the new system to carry out the functions in group 1 or 2.

Essentially this is reverse-engineering on the fly in order to build a replacement that will be substituted while the game is in play. If that doesn't make you shudder, you've never been anywhere near an engineering department.

It was pretty brave of Mr. Clauberg even to mention the problem; many executives and engineering managers are probably well aware of it, and are just figuring that since it has to be solved eventually, somebody will.

OSS Problem
I used to be a tester and companies don't spend as much time testing new products and services. They roll them out and wait for customers to find the issues and then produce several new releases of the product or service. This is inefficient and affects a companies reputation and bottom line.

They did not spend enough time testing OSS/BSS and now everyone knows it. You don't have to wait until a product or service is perfect but companies should certainly resolve all major issues before rolling out to customers.
