@vnewman - Great point. I am also increasingly hearing about compliance/data residency issues as well, as a challenge for cloud-based storage and service delivery. I'm afraid this is more likely to grow, not recede.

@Adi - Another hurdle is client requirements.  We get audited frequently by ours and under no circumstances is any of their data allowed to be stored in the cloud according to our client agreement.  We are not even allowed to use personal email on our work computers as the clients don't want to risk information being copied and sent that way.  These are newer, stricter guidelines - I don't see it changing any time soon.

The cloud seems like something I've been hearing about for ten years now, but it's far from being fully deployed. I expect to see more and more products and services target cloud computing because that's the tenor of the industry these days. We're going to hear more, not less.

@inkstainedwretch, excellent points.  And a key product of planning is then to develop a design that will provide the architecture for the incremental successes plus map out the building blocks to achieve the vision.

I also like the points that telcos are recognizing the key commodity with their data and data centers.  Finding effective ways to collect, use, and deliver data/information will become a competitive edge.

The basics
Thinking before you act is always recommended, and yet not always done. Planning requires more than setting out goals (reduce capex!); it requires figuring out implementation steps. And it never hurts to try to find out if there are things you don't know that you really, really should.

Transitioning back-office systems
One of the biggest hurdles to cloud transitions or even vendor transitions for service provider IT systems is back-office migration. Would be intersting to get more insight on best practices for telecom operators to move billing, OSS, SMS onto cloud platforms.

Telecom strategies would be to divide and conquer and they are very complex which may not being that cloud in a popular thing in computers and Telecom are coming up with different solution like the CSP etc. so we'll see how this all plays out.
