Very true. Being on time is definitely important and crucial to deadlines, but I think every business will have a different way to fix this problem.

Agility goes against every Parkinson imperative ...
As in C. Northcote Parkinson, who coined phrases like "Work expands to fit the time available" and "The amount of time spent discussing a budget item is inversely proportional to its absolute value." Above a certain size, most of what an organization member spends his/her time on is not the "work" the organization does, but "working the organization." Agility requires moving resources quickly to where they are needed, and they are generally needed quickly in two kinds of places: emerging disasters and breakthroughs. Shifting resources to an emerging disaster gets a manager a lot of credit -- "Thank heavens they were on top of that!" Shifting resources to a breakthrough area means robbing the struggling parts of the company to give goodies to places that are already most successful -- i.e. it creates an army of discontented "victims" who had to give up resources, right now, and only eventually perhaps creates a success area where you can hope to claim some credit (though everyone else will too, even or especially the ones who blocked the shift). So agility requires a win-win-win dedication to the organizational purpose that is not easy for a person who has come up through the organization to feel comfortable with.

@dcawrey, it truly is a different model and it absolutely cannot be a one-size-fits all.  It has to be a results-driven model - thus the required agility.  That requires totally different designs and execution to focus on the mission-critical elements in the project but to adjust to the stakeholders and the issues that arise in implementation.  This will separate the leaders from the followers.

My impression is that "agility" is the primary buzzword for businesses at present. I started seeing it a lot a couple of years ago, and it still continues to be brought in as the defining goal for everything from big data to 3D printing, and, more recently, for IoT.

Agility is an interesting problem. It is really hard to keep IT projects on track and on time. I can see why executives and managers would want to solve these problems, but that doesn't necessarily mean there is a one size fits all solution.

Seen & Heard: How IT Can Increase Agility
This article has very good points well described I thought. Mulesoft was shocking on how they found that agility was too quality and a lot of business was looking for the IT to do it. 66% IT couldn't solve it in 6 months businesses would hurt negatively. I'm pretty sure no businesses didn't want to go negatively ever.

@Adi, good points and there are clear distinctions and different environments in which the operators have to work - thanks for focusing on those.

Wondering if the cloud and the extended SDN networks provide another avenue operators can use more effectively to build increased agility?

I think operators have been deeply envious of the pace at which webscale providers can innovate. And those companies can do that for a couple of reasons - one, because they are not responsible for running a 24x7 network with 5 9's availability, so occasional failure/rebooting is an option. Secondly, because of the greater open source/standards based/open API technologies the web is built on. Operators can't do much about the first, but they can create a more agile network, allowing for new services to be launched faster -- and also, if need be, fail faster. Then you can pull it off the network, and replace it with the next great app very quickly. Plus, you can partner with winners, you don't have to develop everything in-house.

IT agility
They can have agility with their application networks wich can be used for business data etc. would be a step up for them.
