Stark necessity?
China is moving into the global economy at record speeds, already in deep and going deeper. Therefore China doesn't have the luxury of being able to take their time about communication systems; they can't afford to shop for and award contracts to single or optimal suppliers, let alone take time to string wires/fiber or try vendors and see which ones they like.  Fastest way to tackle a really big problem is the way that has few choke points (actual physical infrastructure is that they just need to put up towers, quickly) and which everyone can tackle at once while staying compatible (hello, open systems). It would be very strange if they didn't take that route!

Re: China Mobile
I was pretty impressed with China Mobile's network when I visited Shanghai last year. On Verizon, my iPhone switched right over to the network and worked great - even apps like Facebook and Twitter worked!
