Latency issue? Seems strange to bring up in this context
Distance issues can easily be latency issues, sure -- if you have to go through a geosynchronous satellite, for example, relativity locks you in to a latency of more than a quarter of a second, which is why things like multiplayer games, realtime muscial collaboration, self-piloting vehicles, etc. can't go through geosynch. But as long as you're on the same continent and going through a dedicated line or channel, latency shouldn't be a big issue.
If we're talking about really huge-data realtime 3D image processing -- e.g. converting trillions of measurements to a single image, at say 50 or 100 frames per second, to aim tight-beam radiation for cancer therapy -- then, sure, you want the processor to be close to the room where the therapy is being administered, but latency isn't nearly as important as just avoiding an interruption.
If you're talking about locating the image processing in the cloud for an application like that...well, why would you even want to? Local processors are cheap, local storage is cheap, compared to the cost of malpractice (let alone of human life). What possible savings are so great that you would want a server running image processing software in Seattle to control a surgical robot in Miami? (And even at that distance, physical latency would be on the order of 30 milliseconds -- still 5 times faster than any human reaction time).
It just seems like a very strange issue to bring up.

It's not just about cloud but also knowing the strengths and weaknesses of each vendor and what they bring to the table.
No one can argue that Google brings something different than Amazon. IBM is doing something totally difference. IT pros must recognize these things.
