Hopefully it will trickle down to the regular users like us--I am concerned that with the current team in Washington, it will be less so--I hope my concerns is misplaced.

The need to be mor proactive especially in emergency services is something that is fundemental. In my local city, due to "dead zones" in the "cell space", it is crucial--I recently attended a training on basic radio usage.

I'm wondering if technology like this is going to make way for say, text messaging police departments? Or take some kind of warning to remote areas? Useful for situations like happened recently in Arizona when a flash flood killed 9 members of one family as they held a birthday party near a swimming hole. I think these are areas of technology that could be vastly improved upon.

Yep, for good or ill, even more like magic (it just works and it's right there where you need it, and you don't need to pay any attention to the armies of gnomes behind the curtain) and even less like technology (where there are limits on what things do that are determined by the way they work). Users will see more stuff that just works when and where they need it to work; of course, that also means they'll expect it. The line between technician and magician wlll get even blurrier -- except to the technicians.
